My Answer:

To believe in any religion or god it doesn't mean that person has full of moral values. In and around us many religious people are doing immoral activities. So we can't say that religious person is always moral. If we think into contrast that if any person is not believing in any religion or constructed idea like God, it doesn't mean that he has not moral values.

Generally we observed that atheist person is behaving in good manners rather than religion person. So many examples given here in this article like Buddha, Mahavira, Charvaka, etc who are great person in the history and they are not believing in that idea. Thus, good persons and moralists are never hurt anyone and behaving in manners. So these are the qualities of good person whether he is believing in religion or not it doesn't make any difference.

Thank you.
